The whip is a common way of letting a woman know to whom she belongs. Indeed, a common way a slave girl may inquire of another slave girl the name of her master is to ask, "Who whips you?" To be sure, this is usually no more than a figure of speech. Gorean slave girls are, to the best of my knowledge, seldom whipped. There is no point to it. On the other hand, they are subject to the whip, and, if they are displeasing, they must expect to be punished, in one way or another. The Gorean master is not weak.
